Can I use study flashcards that contain a cartoon of the Prophet Moses (peace be upon him) in some subjects but not in others? Would it be sinful if others download the flashcards, including the ones with the picture, assuming they are popular?

It would be permissible to use a study resource depicting Prophet Musa (peace be upon him). When using such a resource, cover it with something.
The reason your purpose for using the resource is its content and not anything else. The picture is an incidental matter. Scholars say it is permissible to use and read content with an incidental presence of an unlawful matter.
The impermissibility of Depicting Prophets
Muslim scholars hold that it is impermissible to draw or portray any of the Prophets, Angels, as well as any of the noble Companions and wives of the Prophet (peace be upon them all) to whom deference and honor should also always be shown, and any form of disparagement, even if unintentional, should be avoided.
