I’ve always been unsatisfied by my penis size, (I’m average size) and was wondering if it is permissible to make a dua to increase the size, and if so, is there a specific dua I should recite?

You mentioned that you are unsatisfied with your penis size despite being of average size. You should be grateful to have an average size and be content with what Allah Most High has granted you.
Supplicating for Increased Penis Size
Regarding asking Allah Most High to increase the size of your penis, it is against the etiquettes of supplicating to Allah Most High for something which is not normally possible.
What If Your Prayer Were To Be Answered?
However, you should reflect on why it is that you wish to have such a prayer answered. What is your intention? What will change if your prayer is answered? Will this cause you to come nearer to Allah or to go farther?
Allah Most High tells us, “…perhaps you may dislike something while it is good for you. And perhaps you may like something while it is bad for you. And Allah knows while you know not.” [Quran, 02:216]
