Question

Can I recite morning dhikr while the imam is reciting the Quran after Fajr, or must I wait until he finishes?
Is it permissible to scold someone harshly even if they are apologizing?

Answer

In the Name of Allah, the Most Merciful and Compassionate

Outside of the obligatory prayers, any Muslim can engage in any conventional worship they wish in the mosque as long as it does not impede the right of others to do the same.

Consideration must also be taken for public or private gatherings/classes. If such classes or gatherings are going on, one should not distract others from such classes in the private acts of worship.

If the Imam chooses to sit and recite the Quran after prayer, that is his right. You are not obliged to listen to his recitation if you choose to engage in remembrance of Allah.

Anyone who wishes to recite the Quran in the mosque should do so at a volume that would not distract others, just as someone remembering Allah aloud.

Scolding Harshly

It is from the Prophetic character to treat people with mercy and beautiful character. There is a time and place for being stern, but to act out of uncontrolled anger is one of the sins of the heart.

The above is even more true when the person being scolded is trying to apologize.

The Messenger of Allah (Allah bless him and give him peace) said, “Whoever apologizes to their fellow Muslim and does not forgive them or accept their apology, they will have the sin of the one who takes unlawful taxes.” [Bayhaqi]
