Do I Owe Zakat on Money Paid Toward a Property Before Ownership Transfers?

Question
If I pay part of the price for a property, but ownership has not yet transferred to me, do I owe zakat on the amount I have paid?
Answer
In the Name of Allah, the Merciful and Compassionate.
Zakat is due only on wealth one actually possesses and owns. If you have paid part of the purchase price for a property, that amount of money is no longer in your ownership. As such, it is no longer part of your zakatable wealth.
For example, if the total price of a property is half a million and you make a payment of one hundred thousand, that one hundred thousand is no longer yours. Since you no longer possess that money, zakat is not due on it.
As for the property itself, even after ownership transfers to you, zakat is not automatically due on the property you own. Property is not zakatable by default. Zakat would only apply if the property is acquired explicitly as investment property. This, however, is not the default case for property that one purchases.
