Is recycled toilet paper pure if there are stains on it?

In the Name of Allah, the Most Merciful and Compassionate
Consider all toilet paper rolls to be pure. This is because the basis in everything is purity until proven otherwise. [Ibn Nujaym, al-Ashbah wa al-Nazair]
Your belief that the stains are from stool needs actual proof. Since proof is not possible, it is legally considered pure in the Sacred Law.
Since you suffer from waswasa, apply this principle to all things: unless you are certain that something is pure (which entails that you have clear proof), consider everything pure.
