Are non-biological stepfathers considered mahram to a convert if they raise a child?

I pray you are well.
When a Stepfather Becomes a Mahram
There are certain considerations in this matter.
If someone is married to your mother and has raised you, then he would be considered a mahram for you, even if he is a non-Muslim. This applies whether the marriage took place when they were non-Muslims or when they were Muslims.
The key stipulation mentioned here is that he is married to your mother and that he raised you.
Mahram Status Does Not Remove All Other Concerns
However, just because someone is a mahram does not necessarily mean it is permissible for you to travel with him or be alone with him.
This is especially important in situations where Islam or religiousness is absent. Sometimes people can have strange dynamics or inappropriate dynamics, even with a stepchild or a stepparent.
So if there is concern regarding this person in that respect, or if there is concern about safety, even though the mahram relationship remains, it would not be permissible to be alone with that person or to travel with them.
Similar Cases Where Safety Still Matters
This kind of consideration can also apply even with other relationships, such as a sibling, half-sibling, or foster sibling (meaning those who were breastfed by the same woman, even though they are not related by blood)
Even in such cases, if there are serious concerns, being alone with that person or traveling with them would not be permissible.
Practical Guidance
So, in the case of a non-Muslim stepfather, if he is married to your mother, and you are safe around him, then that is fine. He would be considered a mahram.
The verse mentioned in this context addresses the believers, but because he has been married to your mother, there is still something established in the relationship. This is why the other considerations, such as safety, remain significant.
If those considerations are in place, and there is safety, then it should be okay, particularly in the absence of a Muslim mahram.
