Can you explain in detail the principle of umum al-balwa according to the shafi‘i madhhab?

The Rule of Widespread Affliction – ‘Umum al-Balwa
Allah Most High says:
“Allah does not burden any soul beyond its capacity.” [Quran, 2:286]
The Prophet (Allah bless him and give him peace) said:
“The religion is ease.” [Bukhari]
The principle of ‘Umum al-Balwa (widespread affliction) is a recognized concept in the Shafi‘i Madhhab, particularly when evaluating conflicting reports or addressing practical challenges in religious practice. It serves as a tool to assess rulings in situations that are commonly experienced and difficult to avoid.
Application in Evaluating Conflicting Reports
While the Shafi‘i School accepts Khabar al-Wahid (solitary reports) as valid evidence, it also considers ‘Umum al-Balwa as a factor in giving preference to one report over another when conflicts arise and reconciliation or abrogation is not possible. [Ghazali, Mustasfa]
- Higher Likelihood of Transmission: Matters of ‘Umum al-Balwa often affect large groups of people, leading to frequent questions and greater chances of accurate transmission.

- Street Mud (Tin al-Shawari‘): The Shafi‘i Madhhab exempts individuals from concerns about splashes of impure substances, such as mud in streets, that are difficult to avoid. This reflects practical leniency in addressing daily challenges.
- Trace Impurities: In modern contexts, trace amounts of alcohol in products may be excused due to their widespread presence and the impracticality of complete avoidance, as noted in contemporary fatwas.
