Can I Enter Mecca Without Ihram for Umra?

Question

Is it permissible to enter Mecca without ihram and delay ‘Umra until the next day by assuming ihram from Masjid Aisha, due to traveling with children?

Answer

In the Name of Allah, the Most Merciful and Compassionate.

No. It is not permissible for anyone travelling to Mecca to do so without being in the state of Ihram. [Maydani, al-Lubab fi Sharh al-Kitab]

The Messenger of Allah (Allah bless him and give him peace) said,

“Do not pass the Sacred border (Miqat) except in the state of Ihram.” [Tabarani]

The Ihram is meant to show veneration for the Sacred land of Mecca. It is therefore an obligation on everyone who intends to enter the city. [‘Ali Qari, Mirqat al-Mafatih]

Advice

If one is travelling to Mecca to perform ‘Umra but finds it difficult due to children, the following steps may help alleviate these difficulties:

  1. Enter Mecca in the state of Ihram (due to the above ruling).
  2. Go to the hotel and get the children settled down.
  3. Perform the Umra once one is freed up from other responsibilities, and even after getting some rest. This is more conducive to focus and presence.

Note that since one is already in the state of Ihram, one must take care not to violate the rules of Ihram.
