Is Insurance in a Civil War Type Country Allowed?

I’m from Burma, where a civil war is occurring across the country, and robbery is increasing even during the daylight in the crowd. I’m an import and distribution business in which we have warehouses, showrooms, cars, and other unsafe assets that can be attacked or robbed randomly by an anonymous party. We have no access to Islamic financial institutions here except the traditional banks. We can’t rely on the police to solve such kinds of issues because law and order are not stable in our country. I want to ask if insurance in such a condition is halal or haram.
