Can a Muslim woman marry someone who identifies as Muslim but denies belief in God?

It will not be permissible to marry someone who does not believe in Allah, despite identifying as Muslim.
If the person you want to marry does not believe in Allah, which is a fundamental matter, even if they accept it sometime before marriage, it can still have a long-term impact because of their past. So, from the beginning, it would be best to find someone well-grounded in Islam and Iman who lives by it.
General Guidelines
Consider how your different views on religion may affect your relationship. Similar religious orientations are important for a happy marriage and raising children together. If your differences are significant, they may lead to conflict and resentment, making it hard for both of you to grow in your faith. In such cases, marrying may not be wise, even if you generally get along well.
