Can a woman who has accepted Islam and is awaiting a civil divorce from her non-Muslim husband enter into an Islamic nikah?

It depends, particularly on how long she has been Muslim.
The Waiting Period After Accepting Islam
If a woman accepts Islam while living in a non-Muslim country, her non-Muslim husband is given time to consider Islam. This period is three menstrual cycles.
During this time, the marriage is not automatically terminated. He has the opportunity to reflect, learn about Islam, and choose whether to accept it. If he accepts Islam within this period, the marriage remains intact.
If he does not accept Islam, then after three menstrual cycles have passed, she is no longer considered married to him in a Shari‘a sense.
Shari‘a Status and Civil Law
It is essential to distinguish between the Shari‘a ruling and the civil legal status.
In a Shari‘a sense, after the three menstrual cycles pass without him accepting Islam, the marriage is no longer valid. However, under civil law, she may still be legally considered married until a formal divorce is finalized. That is a separate matter.
Entering a New Nikah
After the completion of the three menstrual cycles, she may enter into a new nikah, and it would be valid. There is no inherent problem with that from a Shari‘a perspective.
However, practical considerations are important.
Ending a long-term relationship often carries an emotional toll. This can affect a person profoundly and may impact future relationships. In addition, accepting Islam itself is a significant life change. There is learning to do, a new lifestyle to adjust to, and integration into a new community. All of this can be challenging.
So she should carefully assess her situation. If, after the three menstrual cycles, she has the capacity and readiness for marriage, then she may enter into a nikah, and it would be valid.
