Question

How should one perform Isha and Witr in an area where the sun does not set? Should one perform Isha at Maghrib time?  

Answer

For those who live in an area where the sun does not set following the rulings mentioned in this link and this link as opposed to performing Isha at Maghrib time.

The ruling of the Witr prayer is no different than the ruling mentioned about Isha as the witr and Isha prayer times are one and the same. [Tahtawi/Shurunbulali, Hashiyat Maraqi al-Falah]
