Is Repentance Due if One Intentionally Tries to Inflict an Evil Eye on Someone?

I sometimes suffer from misgivings. I have a question about the link below. Is repentance not necessary if, for example, one intentionally (no idea if that is possible) does an evil eye to both Muslims and non-Muslims? For example, by saying or thinking I am going to do the evil eye, whether harmful things have happened due to this or not?

I pray you are in good faith and health. Thank you for your question.

One cannot intentionally inflict an evil eye on someone. If one intended this way to inflict it on someone, one should repent and seek forgiveness.

There is No Harm or Reciprocating Harm

Abu Sa’id al-Khudri (Allah be pleased with him) reported that the Messenger of Allah (Allah bless him and give him peace) said, “Do not cause harm or return harm. Whoever harms others, Allah will harm him. Whoever is harsh with others, Allah will be harsh with him.” [Bayhaqi, Sunan al-Kubra]
