How Should I Perform Istinja if I Keep Doubting Whether Urine Has Spread?

Question
After performing istinja, what is the Hanafi way to dry the private area without worrying about urine spreading? I wash, dry, then re-wash near the urinary opening, but water dripping causes doubts about transferring impurity. This results in repeated washing, which wastes time and water.
When impurities are visible, certainty about cleanliness isn’t lost to doubt, but streaks after drying make me unsure whether the urine spread continues. Please provide a practical method for finishing istinja after a urine leak.

In the Name of Allah, the Most Merciful and Compassionate.
I trust you are in good health. May Allah relieve you of this difficulty.
Your current way of cleaning yourself is causing these doubts and misgivings. Wash once; there is no need to dry and wash again. The second wash leaves water streaks, and it is those streaks you are now doubting.
The first washing is sufficient. Do not dry and follow it with another wash. The sunna is to sprinkle some water afterward; any streaks felt after that are counted as leftover water, and may be treated as a pardoned trace or safely ignored.
Realize that this is a test from Allah, and “truly with hardship comes ease” [Quran 94:6]. Remember that “Allah does not burden souls with more than they can manage” [Quran 2:286]. The ease here is that you have consulted and taken advice. Follow it, and leave it there. Do not experiment with your own methods.
Sprinkle Water
Sprinkling water around the private parts helps repel the whispers of Shaytan. If you then perceive any wetness there, you may attribute it to the water, and Shaytan will not be able to plant doubt in your mind on that basis.
Hakam ibn Sufyan al-Thaqafi (Allah be pleased with him) reports that he saw the Messenger of Allah (Allah bless him and give him peace) make wudu, then take some water in his palm and sprinkle it around his private parts. [Ibn Maja; Abu Dawud]
The Messenger of Allah (Allah bless him and give him peace) instructed sprinkling a little water in one’s undergarments; after that, any sensation or doubt is ignored. This is also established from his own practice. [Abu Dawud]
General Guidelines for Istinja
After using the toilet, wait a few moments so any remaining drops exit. Squeeze and slightly twist the private part. Wipe it with toilet paper. Wash it with water three times or so. Sprinkle water onto your clothes and private parts. After this, any doubt about urine mixing with the water should be ignored.
Wash Thoroughly, and Do Not Investigate
It is not from the sunna to check and investigate. One assumes validity and soundness, and ignores doubts and possibilities. [Nabulsi, Nihaya al-Murad Sharh Hadiyya Ibn al-Imad; Birgivi, al-Tariqa al-Muhammadiyya]
Acting on one’s doubts here is not the safer path; it is itself a fault to avoid. Hold to the sunna method of cleaning, the way of the early Muslims (salaf), a path of moderation and adherence to the sunna.
